Pope John XXIII solemnly convoked the Second Vatican Council in his apostolic constitution Humanae salutis, issued on Christmas Day 1961. It sets out the challenges the Church was facing at the time, the vitality with which the Church was facing them, the main purposes of the Council, and a working agenda for it.
